Well its apparent that Vicotria hasn't been to Lucille's or really even know much about the place. Company cars, customers not paying and high salaries? This is a mom and pop outfit where do you get these points from.
I beleive it was as simple as not enough money coming in. When the economy goes bad, as it has, the poorer communities are hit a lot harder and thus the businesses that serve them see their profits drop or disappear.
