My question:

Why on earth is a six-bedroom house (per the article)
zoned for only three residents????

It is possible that the so called "bedrooms" are nothing more than glorified closets. I have seen it many times.
Next to my girlfriend's home in lower Northeast was a lovely queen anne duplex. 14 people were living there, many of the U of M students. The owner of the house, an absentee landlord living in southern California, was obviously trying to side step the codes when he had the moldy basement and un-insulated attic turned into bedrooms. Total bedrooms put into this duplex? 12 in all. He had his handy man cut the place up into as many living spaces as possible. The problem was that the code only allowed for 4 unrelated person to be living in the dwelling. We spent months trying to get evidence to give to the housing inspectors to prove the over-occupancy. Surprisingly, the owner actually applied for a permit on some plumbing and the inspector got entrance into the home. After counting the beds and looking at the mail box, the owner was fined and his rental license revoked. Some rooms barely had space for a twin bed and dresser.
The moral of the story is that landlords must check their licenses or apply for a zoning change.
It is not fair to the renters to have been decieved, but they also should take steps to make sure that they are a legal renter. The daily had some good common sense tips on detecting whether your lease is a little fishy.
