It's a good point that we won't let a non-cop run the P.D., but let me point
up two ways Jim's analogy breaks down: Jennings has managed or been in the
top tier of major organizations (it's management skills that trump
experience, partisans argue) and had worked in the top tier of the
Minneapolis Public Schools for two years.

While I would personally love to see Spike Moss be a district chief for a
couple of seasons (I'm a journalist, after all - vote the story), neither he
nor Samuels has remotely the management experience or inside-the-institution
experience Jennings had.

Again, the larger point is fair - but let's not rewrite history so that
Jennings was some kind of out-of-the-woods, out-of-left-field (or right, in
the case) boob.
