Coalition of Black Churches/African American Leadership Summit Action Plan To Address Police Brutality
1)We submit that maximum criminal charges and conviction be lodged against all officers involved if investigation determines their guilt in the Steven Porter incident. We need to meet with FBI and others to determine if this is the most effective, efficient, justice producing means of handling the Porter case. 2)We will contact U.S. Attorney Hefferfinger to formally request the Civil Rights Division of the U.S. Justice Department to initiate an immediate and comprehensive investigation of the patterns and practices of the entire Minneapolis Police Department and Hennepin County Sheriff�s Office. We further request that a community oversight citizen�s review committee be appointed/selected with joint community/department input. 3)There is ample evidence that the number of police brutality victims is significant. We will establish a mechanism by which past victims can testify of past brutality and/or file formal complaints. We will use the resources of local attorneys of color and possibly the Minneapolis Civil Rights Department. 4)We will activate and communicate the existence of an active hotline that will operate 24 hours a day to assist future complaints of brutality. 5)We will recommend the appointment of an Independent Investigator to look into three recent allegations of police misconduct. The Independent Investigator will be appointed with the joint approval of the community and the Hennepin County Attorney�s Office, as was done in the selection of the late William McGee with Tycel Nelson case Cases to be reviewed: �Al Flowers �Allegation of sexual assault by Hennepin County Sheriff�s Office staff �Recent shooting b Minneapolis police officers 6)We will develop an immediate and aggressive plan to address severe and widespread police profiling. 7)We support the completion of federal mediation between the community and the City of Minneapolis (Police Department).
