Keith says: Dear Tim, We already have "sentenced to serve" folks combing West 
Bro. for litter. I see the youngins' every week or so. They also cut lawns of 
CPED held, vacant lots. They are not a chain gang; their supervisor has 
neither shot gun nor German shepherd. Most often they appear motivated and more 
friendly then their peers that sell the drugs on the same Avenue. They do good 
work, and it is a real valuable contribution by the County toward urban 
livability.
