As a Minneapolis resident and taxpayer I appreciate the constructive
criticism offered from time-to-time by Ms. Heller on this forum.  I do
appreciate the constructive comments (more than the negative)...

To expand this string, there are many civic-minded persons who volunteer
their good faith efforts, insight and thousands of hours serving on
municipal committees, boards and commissions in an effort to better our
city.  I can say as a member of the Capital Long-Range Improvement
Committee, a 33-member group that advises the Mayor and City Council on
capital budget matters, that CLIC has endeavored to make the process
increasingly open, transparent and accessible to taxpayers-stakeholders.

Mayor Rybak and Council Members have articulated support for the work of
CLIC and I believe the Mayor advocates increasing the open-ness of the
capital budget process.

The city has two government access channels to playback programs on, GMC 79
for council related programs and City 14 for any city information.  Capital
Debt Director Mike Abeln indicated that the City Council Ways and
Means-Budget committee hearing held October 21 about the 2004-2008 capital
budget will be played on City 14 channel on October 29th at 9pm.  I don't
get local cable, but I took time off work to attend the meeting.

p.s.  No comments yet on the report in Finance and Commerce that Minneapolis
officials are exploring the sale of underperforming parking ramps?

3.  Public policy in agreement with the U. S. Constitution
