When it comes the the freeway disabled cars are eventually towed but the owner usually has time to contact a tow company and get the vehicle picked up. Tow away zones I have seen are in high traffic corridors where there is little shoulder and removing vehicles that are disabled is critical.  What I believe those signs mean is that MNDOT, when seeing a disabled vehicle on camera, will order a towtruck to pick it up and impound it in a very quick manner.
 
During Rush hour Busses are given perferential treatment on many portions of the freeway and are allowed to use the shoulder frequently.

Does anyone know what the "Tow Away Zone" signs on 35W between downtown and Lake Street really mean.  There are five of them.  I think I also saw some on 94.  Obviously I know they mean that the car will be towed, that was always the case - what does the sign do to that situation?    Of yes, there are also lots of new "Caution - Buses can use this Lane" referring to the far right "break down lane."  Is this just sign pollution?
