Nope. (Though this is probably true of Hamline, Macalester, Augsburg and other private schools.) The U of M, in contrast, is still a land grant university and receives income from the state--tax money at work, there. To borrow a book from the University of Minnesota Libraries, one must have a charge card, which is free to University students, staff, faculty. Members of the Alumni Association, Library Friends, and probably just about anyone else may purchase borrowing privileges--there used to be plenty of corporate cards issued, like to Medtronic, Unisys, General Mills, etc., and those were issued for an annual fee, also. (I expect they still are.) That, however is borrowing privileges. To use materials in the library, one only needs to be able to find the library entrance. So far, because users have been respectful of each other's needs, we've never even had to set priorities, although there are guidelines for establishing them. A high school vacation day (lots of teens with nothing much to do) in the middle of finals week (lots of twenties with entirely too much to do) could trigger a situation.
