Well you got me: I admit to not being an accountant. I'm sure I wouldn't know the difference between an IRS depreciation schedule and an HVAC schematic. :)
My post included the words "repairs and upgrades," so sorry if I muddied the waters of what can officially be called "capital" and what is "operations." I wouldn't want my muddy terms to cause anyone to think that the folks running the library system didn't know the difference or weren't decent accountants.
