[Mpls] City Council districts (was: re: SAVE THE DATE of DEC. 14th)

I took a look at the maps. Aside from thinking that Ward 7 should be 
divided along Hennepin Avenue, with the Lakes area on one side and 
Loring Park and Downtown on the other, the Approved Ward Plan of 4/18/02 
appears to follow neighborhood boundaries. So what's the problem?
