WM: No, the legal facts were not the same in either 83 or 93. There were no wards without representation either time. In 83 it was SSB, I think, and she lived in the ward. In 93 it was BHerron and he lived/lives in the ward. Ergo, PKahn is making an issue of it. It also makes this effort quite a bit different from what happened in Texas.
