DOUG - The Green Party of Minnesota did not qualify as a major party in this redistricting go-around because none of its candidates for statewide office received the necessary 5% vote in the 1998 or 2000 elections.
State law specifies what is to be considered a "major party" for the purposes of redistricting. I understand this threshold confuses or frustrates people who argue that the Greens (by virtue of the two Minneapolis city council seats) should be regarded as a major party - at least in Minneapolis - but the statute is absolutely clear on this.
