Even though they are indeed supplied from the same warehouses, there could still be a quality difference. Each store has the option of refusing perishables (fruit, vegetables, or meat) from the delivery truck. If Kowalski's has a careful manager there to inspect the deliveries & reject sub-standard items, compared to the teenager accepting deliveries at the average CUB, they could indeed have better quality.

I know that I have 2 CUB's at about equal distance from me; and I feel the produce is consistently better at one of them.

Better service maybe, but quality, no- Kowalski's is pretty much
supplied by the same warehouses as Cub and Super Valu.
