Actually, the City of Minneapolis has (and may still be considering)

I'm wonder just how we would pay for such a system.

In the current system, the tow truck drivers tow cars because they get paid a share of the impound fees. If the cars were just towed around the corner, there would be no money for the tow trucks to get paid with. (They can't get a share of the parking fine, since that is allocated via state statute to lots of groups.) Do we increase taxes in the city generally, so that illegal parkers get 'nicer' treatment, at the expense of the rest of the city taxpayers?

And even if we find some money to pay them with, how will we know who to pay? Currently, when the tow truck arrives at the impound lot, the information is recorded to know what tow truck driver to pay. If they just tow the car around the corner, how do we know who to pay for that towing? Should the city just accept the word of tow truck drivers that they towed x number of cars around the corner, and pay them based on that? I don't recommend it!
