Jim is right.  I was a street cop in Minneapolis and also know the message
sent down from above; quit whining, there's no prblem.  In the meantime,
officers amassing information on their own of the problem and players.

One of the problems was that Bouza was comparing Mpls to New York City.  In
this respect, Mpls had no gang problem....to speak of.  What he did not
realize was that what was happening was not normal for Mpls.  His base line
was a big city, with a long history of gang activity.  I can't help but
think that if the chief at that time had been from here his attitude would
have been much different and more responsive.  This is why I hope that the
next chief comes from within the department or from the Twin cities area.  I
do not think either this city or the department can waste the time it will
take for an outsider to 'get on board'.
