True? Does it include Minneapolis sewers?

Based on what I know about sale-leasebacks, they are a very bad idea. You
basically sell your asset to investors and pay them back over time -
borrowing by any other name. Plus, you lose control of something that has a
pretty clear public purpose.

It's usually a penny-wise, pound-foolish strategy to deal with
budget-cutting.

If I'm off-base, I'd be relieved. Please let the list know.
