The way that I interpreted the article, it sounds as though it may have been 
longstanding practice
to count the shelter beds in the affordable housing numbers.  I could quite possibly 
be mistaken,
but if that were the case, it would mean that the Mayor didn't invent the misleading 
stats, but
rather perpetuated them.  Seems like an opportune time to revise the definition and 
present honest
info.
