It is not unreasonable to expect a citizen to take the time to vote, at the most, once per year. Going to the polling place or requesting an absentee ballot at least takes a little thought and consideration, and it generally does not take any longer than a trip to the grocery store. The non-voter either doesn't care or doesn't know enough to cast a ballot, and those are not the people I want selecting the political leaders. What will the next suggestion be: Minneapolis gives everyone who shows up a $10 bill?
