P.S. That said, I still have some questions about how (and why) this hiring was done this way, and I will be talking to my Park Board members about this. But clearly they had the legal authority to do this.
From the Park Board Charter, Charter Sec.1 p.2-3: also Chapter 16 of the Minneapolis City Charter: "A majority of the members of said Board shall constitute a quorum; but no action of said Board, designating or purchasing or leasing lands, creating a bonded debt, or filling vacancies in the Park and Recreation Board, shall be valid unless voted for by six (6) members of said Board;"
