Subject: RE: [Mpls] Insiders don't make chief cut

In response to parts of Wizard's remarks:
Chief Finney was at the Rotunda event today when McManus was introduced.
McManus did not seem to have any problem understanding what his job
would be as Police Chief in Minneapolis. Don't think for even a minute
that there are not some groups, within the Minneapolis Department, that
need some "new eyes" attention.

WM: Just dropping a cat among the pigeons (outsider vs. insider) doesn't

strike me as a particularly effective way to run a police department.
Ruffling feathers is a good tactic, only if, after the exercise, your
group cohesion improves, your work improves, and conditions in Mpls.
improve crime wise. It's also not so smart to just ruffle the feathers
of the rank and file; management and rank and file are an entity. To
ruffle one one has to ruffle the other.

WM: You are saying, then, that the job of chief of police has to go to a

person of color in order to placate the African American community for
racism in the police department? You must think the black community is
easy. Let me point something out to you: Corky Finney is largely
credited with having done a marvelous job with the St. Paul Police Dept.

Home town guy, affable, photogenic, and good at the job, bonus
points--African American and Irish. Didn't it strike you as interesting
that Finney would rather retire than apply to be chief in Mpls. (knowing

he'd been asked to, informally, on several occasions)? McManus, bless
his heart, has not a clue about what kind of horse hockey he's about to
step into, but he's African American. And you expect him to be Super
African American in a cape and tights as well. I'm not saying that the
man cannot do the job, I have no idea whether or not he can do the job,
nor does anyone else, including him, no doubt.
I'm saying the logic to support your position isn't there.
