wishing the Fire Dept. would rush in; even if they had to bust down a door. I 
imagine you would want them to put out the fire, even if they had to soak you, and

Policemen wear guns, and mace canisters, on top of their body armor. It is 
deemed appropriate based on the dangerous nature of the job they swear to do 
24/7. So when a door gets broken down, somebody is knocked down, and even soaked 
with pepper spray, while his hands are wrenched to a position behind his back, 
it may be as appropriate as you reading an E-mail, at your desk. And it may 
occur as frequently as you having a word, and a giggle, with your officemates 
at the water cooler.

Among other lessons, beyond infrequent Police Brutality, learned in the hood: 
When the Police do not police, the general public is the victim.
