Minneapolis (Transportation and Public Works)is
considering supporting the legislative transit
initiatives in several ways, including expanded use of
special assessments for transit projects.

I think the city needs to be VERY careful about this. 
I generally support non-automobil transit initiatives,
but I if such a policy isn't carefully worded, it
could end up allowing special assessments to add
freeway lanes if increased bus service is part of the
mix, for example.  The likely area of assessments
could be anywhere accessable by bus, under a broad
interpretation.  I think this has potential to be very
abused, and given the Colvin-Roy/McLaughlin connection
and history, I'm extra suspicious.  

Thoughts?
