Lubinski's very good at her job. Someone noted Olson's contribution as having identified and promoted people with good management skills. I think that's true. It certainly is true in terms of Lubinski.
As well, the insider/outsider dichotomy is false ( John Laux notwithstanding). You get both pluses and minuses either way. An insider can be equally committed to change as an outsider is theoretically committed to change.
Minneapolis is not like Dayton nor like DC. Mpls is only a generation and a half away from a population 90% white and virtually solidly closeted. It showed a lot of raw courage for Lubinski to have come out when she did. She's no slouch by any measure. It could be that Lilligren and Schiff can appreciate that courage more than some others.
So saying, it would still be the mark of common sense for the council to support Rybak's choice; it would not be rubber stamping. If the no votes on the council are the majority, then I think there is more to their disagreement than "identity politics."
