What nobody is talking about is that William McManus, the choice for
Minneapolis Police Chief, was chief in Dayton, Ohio following the biggest
police scandal in Ohio history.  A group of police officers were accused of
torturing a drug suspect with a hot clothes iron.  There were photos of the
dozen or so officers in the Dayton newspaper and photos of the drug suspect
with iron-shaped burn scars all over his chest and back.

I tried to find some more detail online but none came up so this comes from
memory.  It was early 90's... I was a news reporter in Dayton, Ohio when the
scandal broke... it was the last straw for the community.  There were
riots... the citizens were fed up with police brutality.

I left before McManus came in, but if he was able to take over and succeed
in that atmosphere, he may be able to lead Minneapolis police into a new era
of cooperation and respect in the community instead of distrust and fear.

A personal insight... when people have jobs that pay enough to support
themselves and their families they aren't as tempted to sell drugs.  Jobs
feed self respect (and children) ... desperation breeds crime.
