What nobody is talking about is that William McManus, the choice for Minneapolis Police Chief, was chief in Dayton, Ohio following the biggest police scandal in Ohio history. A group of police officers were accused of torturing a drug suspect with a hot clothes iron. There were photos of the dozen or so officers in the Dayton newspaper and photos of the drug suspect with iron-shaped burn scars all over his chest and back.
I tried to find some more detail online but none came up so this comes from memory. It was early 90's... I was a news reporter in Dayton, Ohio when the scandal broke... it was the last straw for the community. There were riots... the citizens were fed up with police brutality. I left before McManus came in, but if he was able to take over and succeed in that atmosphere, he may be able to lead Minneapolis police into a new era of cooperation and respect in the community instead of distrust and fear. A personal insight... when people have jobs that pay enough to support themselves and their families they aren't as tempted to sell drugs.
