The NRP Policy Board approved the $1M Community Oriented Public Safety
Initiatives Reserve Fund at its meeting tonight.  There was considerable
discussion about the proposal prior to its passage.

One key decision made is that the funds reserved for the $1M pool will be
deducted from the funds available to all neighborhoods in Phase II and
deducted before the individual neighborhood allocations were calculated.  In
other words, for neighborhoods that eventually receive public safety
services "over and above" the level included in the approved city budget
there will be no matching funds required and no deduction from individual
neighborhood's Phase II allocations.

The proposed strategy must be approved by the neighborhood organization
Board of Directors and be developed in consultation with the local precinct
commander.

NRP staff will develop criteria for accessing Reserve funds, which criteria
will be reviewed by the Policy Board at its February 23, 2004 meeting.  The
approved deadline date for neighborhood proposals is April 1, 2004, with
review by NRP and anticipated approval of selected proposals by the Policy
Board at its meeting on April 19, 2004.
