Too much gloom and doom!  The citizens do have power.  They just have to be willing to 
donate
valuable time and money toward fighting for their beliefs.  

You want citizen empowerment?  Demand perpetual NRP funding so that neighborhoods can 
manage their
own economic development, based on direct resident feedback.

I've heard a lot of people tearing into CMs recently.  I consider them 'the people'.  
They work
hard, earn a modest income and spend a great deal of time circulating among the rest 
of 'the
people'.  We're lucky to have a city council, as it protects us to a certain extent 
from overt and
excessive corporate influence.
