It was paid for by Partners for Affordable Energy which is just a front for the coal industry.
The coal industry consistently hides behind sham organizations like this to push its agenda. They are trying to convince the public that there is such a thing as "clean coal". For the record, there is no such thing! One can produce "somewhat less dirty coal" but it's a lot like putting three scoops of hot chocolate powder into your mug instead of four. Excel energy is also involved (they allow those Partners For Affordable Energy brochures into your monthly billing statements) as are some large energy management companies. Rumors - but not confirmed - also put the Minnesota Chamber of Commerce on the list of sponsors. Partners for Affordable Energy has never provided any public agency with a list of sponsors. When I was Commissioner of the Mn. Dept. Of Commerce, we tried to find out, but these guys are even more elusive than Osama Bin Laden! I wonder if they count the cost of respiratory illness and death into their 'affordable' figure. Not to mention the strip mining. I took a tour of the Riverside plant in high school and they tried to fill my young mind with the benefits of "clean coal energy" and the wonders of electricity. They even showed a video on their outreach and cooperation with the surrounding neighborhood. Pollution doesn't make a good neighbor even if you plant your neighbor a garden.
