I do agree with the view that Dan Niziolek's abstention was not the quality
one looks for in a leader.
My immediate thought when I learned he had abstained was that it was a
self-serving move.
After more reflection I still feel that way-- he avoided taking a stand so
he could not be accused of supporting the project or being against it. Thus
buying him time to see which way the wind blows and speaking out for whichever
position will get him the most favor and votes at a later date.
