One of the reasons that small (and tiny) schools work is that these schools 
are more likely than the very big ones to provide instruction based on a 
college-bound curriculum, with an emphasis on student-centered learning activities 
and individualized educational planning. The kind of multitiered educational 
system that the MPS administration has been promoting is more cost effective in 
larger schools.

Low-income students, including low-income English Language Learners can get 
"middle class" test scores if they are not handicapped by watered-down 
curriculum, low teachers expectations, and low self-esteem (accepting the idea that 
one is a "low-ability learner," so why bother?). - See "evidence that school
