Incoming Minneapolis police chief already responding David Chanen, Star Tribune Published February 15, 2004 Bill McManus is 587 miles and two days away from starting his job as Minneapolis' police chief.
But the top cop from Dayton, Ohio, began leading from afar after the City Council approved his nomination just over a month ago. McManus has told some of his command staff that he's looking at changing the criteria for vehicle pursuits and equipping all officers with Tasers, a weapon that temporarily paralyzes a person.
