This statement is so patently false that leads one to questionLaws have nothing to do with it. You completely missed the meaning. The schools don't go out and pick cherries off trees -- that much is obvious to anyone. It's a metaphor, and while it may not be a good one, it is not false. Charter schools are filled with kids of parents who are highly involved in their kids educations, and the reason is because those parents are involved and went through the trouble of selecting and getting them into the charter school. It's a self-selecting group of parents who are highly involved in their children's education.
