As I understand it, candidates *pay* the DFL party for the coordinated primary/general effort.

Well, sort of. Candidates are asked to donate or raise funds for the coordinated campaign. Last election, they provided 29% of the cost of this campaign, the DFL party members covered the remaining 71%.
We had originally planned that candidates would cover 1/3 and the DFL party the other 2/3rds, but not all candidates were able to raise their share.
