I don't know a whole lot about Eurasian milfoil other than once it's established in a lake, it can be rather difficult to eradicate without killing off the whole lake.
Harvesting does not get rid of milfoil. It only serves as a control - kind of like mowing your lawn. However, I did a quick jaunt on the web and turned up this idea from a researcher at the U of MN St. Paul campus: Biological Control of Eurasian Watermilfoil http://www.fw.umn.edu/research/milfoil/milfoilbc.html Basically, it involves introducing the milfoil weevil to the lake where milfoil is present and the weevil eats it up. If I'm reading this right, since the weevil's diet is limited to milfoil, it can't really go nuts like introducing an exotic such as purple loosestrife (or Eurasian milfoil) can.
