As to the question whether the vote by the commissioners to keep the 
shelters open indicates a major shift in attitude?/
  or have studies and activism paid off?
     Tough questions to answer.
      
      What I observed at that meeting on March 16th is what I have 
experienced in recent times with the Commissioners--- they are respectful (even when 
they don't agree with what is said)
  and, in the case of Mike Opat, give you the courtesy of a direct response 
when keeping silent would have been the safe thing to do.
    The commissioners do seem to take more of an active involvment in issues 
related to homelessness. One reason is due to the fact that they fund the 
county shelters. I also think they understand how homelessness impacts the city 
and county.
    That is only my recent experience. Others may have other opinions.
