Well, that's one possible explanation for the lack of response to the
RFPs.  What do the recipients of the RFPs say about why they didn't
respond?  I would also be interested in an independent assessment of the
RFP and the list of recipients.

Whatever the reason, it sounds like the job is not getting done, and may
not get done.  Now what?
