While the story's headline states that the police strategy targets 'problem properties,' there's nary a mention of the strategy related to such properties. Maybe an editing or copywriter's error.
I'd be interested in the strategy related to problem properties, and am encouraged that, in the story, the police talk about being more 'tactical' and 'surgical' in problem areas, which I presume would include being more 'tactical' with respect to a multi-unit building. In the past, shutting down the building completely--with good tenants (also victims) being pushed out--has been somewhat effective but overall very short-sighted. In fact, those leaders will have had a hand in developing it. "We're going to bring this to the community, and if they see problems with it, we have no problems going back to the drawing board," said First Precinct Inspector Rob Allen. "They're going to own a piece of this." The strategy is still in development, but key points will sound familiar: targeting problem properties and repeat offenders. The difference is in the details, Chief Bill McManus said. For instance, department officials will develop a list of offenders who are at risk of re-committing the most violent offenses, and officers will focus on what those people are doing. "If they're behaving themselves, they'll have nothing to worry about," Allen said. "We're certainly not interested in putting people who aren't causing problems under a microscope." The proposed summer crime strategy also is expected to include geographic targeting of crimes, suppressing crimes of retaliation and seeking support from other agencies. McManus expects a draft of the strategy by April 15. Department officials will then present it to the Police Community Relations Council and ask for feedback, he said.
