The Gov thinks there's enough money to pay the increased costs of executing people. Maybe he could find it in his heart to postpone the slaying for a couple years in order to see a few of our neighbors get some decent healthcare. That is, unless the plan is to conduct public executions and generate ticket revenue to make it a self-sustaining activity.
