I have only one thing to add -- another thing that creates criminals is untreated mental illness -- what is called the functional mentally ill. NotWM: A study done in Attica Prison, New York in either the late 1980's or early 90's showed that 50% of their prison population had suffered lead poisoning as children the symptoms of which are impaired cognitive ability and poor impulse control. I'd be willing to bet the same would be true of any state prison country-wide.

For a society to function there has to be order. Justice comes further down the list.WM: Sadly, without justice, there is no order. We've probably got all the order we are going to have without arranging for more justice.
