I note that there is a proposal to change the rules we passed at the
last city convention which would require caucuses in the year of the
municipal election. I urge attendees to keep this language in. It is
very important to keep the momentum of participation up and to allow
people with a special interest in city issues to participate. This has
worked very well for St. Paul, in particular changing the direction of
their city council. It is a particularly cynical move to try and stop
the change at what may be a lower participation convention before it has
even gone into effect. For example Sat may be the last day of the
legislative session keeping legislators and staff away.
