Requiring disclosure of income from smoking/non-smoking activities is silly.
Regarding economic effects: tobacco in the form sold for smoking is so laden with deadly chemicals that there is no way that introducing it into our society, or permitting it to stay could ever be beneficial to society, unless we want to kill living things more efficiently. If it were to be introduced to the FDA today as if it were a newly discovered product, it would be banned everywhere and in every form.
