Why would Minneapolis need welfare (Local Government Aid) if it's generating surpluses? Producing revenue means nothing if one spends considerably more than one brings in.
My only point is that if you want to generate more revenue, to pay your own bills, Minneapolis will have to attract more people AND businesses. Just last month, Mayor Rybak gathered business leaders together in Minneapolis to find out why it's so difficult to do business in the City. High taxes is just one of many variables.
I personally don't care if the City charges businesses a lot more -- just be aware of it and honest about it.
Rather than cut off your nose to spite your face, try kissing the hand that feeds you. Appearances will improve, as well as finances.

I hardly see an oxymoron in the fact that the City of Minneapolis heavily supports the state in the form of the taxes it generates.
The City (of Minneapolis) doesn't need welfare from the state. It needs fair distribution of the tax dollars that are collected BY the state.
RT gathering business owners to dtermine the obstacles facing business-owners for future potential growth in the City he's elected Mayor of is wise.
If you can't stand the heat, get out of the kitchen.
