I'm not sure of the percentage, but about 80,000 Minneapolis homes subscribe to cable TV. MTN was created by the city in 1983 as a separate nonprofit. The mayor and city council appoint MTN board members.
The bulk of MTN funding comes from cable fees paid by subscribers to Time Warner.
