My eyes did not glaze over as I read about the escalating cost of the Sears 
development and the public being ripped off via tax increment financing.
   David Shove is correct: this form of funding is used as a device to suck 
the public dry while developers grow rich.
   These days there do not even need to be back door dealings in order to rip 
us off.
   The deliberately confusing information and false promises made to the 
public would need a secret decoder ring to understand.
