Robert Albee writes:

"On Friday, April 30th a motion was made by Council Members Johnson,
Johnson-Lee and Samuels to impose a moratorium on new construction in North
Minneapolis. Unfortunately, the city has an ordinance that allows
moratoriums to take effect as soon as they are on the table (instead of
after they've passed) so at this time the city has stopped issuing building
permits for North Side projects. Twin Cities Habitat was denied a permit
earlier this week."

Vicky responds:

This happens in Minneapolis for two reasons:

1. The City Council behaves like it owns all of the land in the City
2. The citizens don't understand their own property rights

If in the private sector, the City could be sued for "diversion of corporate
opportunity" and "lost profits."

If one has enough money, such property rights violations can be pursued in
Court - successfully I might add. If one has modest means, there is no
choice but to surrender his or her property to the politically connected.

The City wants a moratorium so that it can "choose" who builds and who does
not. So much for a free market. With a moratorium in place, the City can
artificially inflate the cost of construction and pretend that real estate
is worth more than it really is. This has become necessary to perpetuate
the Ponzinomics practiced in Minneapolis.

Hope this helps explain the situation.
