I'd take Doug Grow's column with a grain of salt.  Not only is he biased in favor of 
the Minneapolis Police Union, but he neglects to compare law suits Minneapolis has had 
to settle compared to law suits Saint Paul has had to settle in regard to violence 
leveled against citizens by the police.  Also, Saint Paul hasn't needed a federal 
mediator, unlike Minneapolis.  So it makes sense that Minneapolis, unlike St. Paul, 
recruits from the outside.

All this being said. William McManus, whose appointment I very much supported, 
squandered his political and moral capital, and this makes me sad.--------------Peter
