Public to meet Civil Rights nominee

Although Minneapolis Mayor R.T. Rybak named 
Jayne Khalifa as his choice for the new civil 
rights department director on April 26, her 
approval still remains in question.

Khalifa�s nomination came before the executive 
committee on April 28, but could not be passed 
because there was no quorum (Council Members 
Robert Lilligren and Natalie Johnson Lee were not present).

Minneapolis Council panel recommends civil rights head

Jayne Baccus Khalifa moved toward becoming the next 
civil rights director in Minneapolis on Friday when 
a City Council panel finally acted on her mayoral 
nomination.

The Executive Committee forwarded her name to the 
City Council on a 4-0 vote, with Council Member 
Natalie Johnson Lee abstaining during an unusual Friday meeting.

Mayor R.T. Rybak, Council President Paul Ostrow, 
Vice President Robert Lilligren and Council Member 
Paul Zerby voted for Baccus Khalifa, former 
managing director of Penumbra Theatre Co. Inc. 

The special meeting was necessary because Johnson 
Lee and Lilligren had missed the two regularly scheduled 
Executive Committee meetings when Baccus Khalifa's name 
was up for a vote. Without either of them, the committee 
lacked a quorum.
