The Executive Committee forwarded her name to the City Council on a 4-0 vote, with Council Member Natalie Johnson Lee abstaining during an unusual Friday meeting. Mayor R.T. Rybak, Council President Paul Ostrow, Vice President Robert Lilligren and Council Member Paul Zerby voted for Baccus Khalifa, former managing director of Penumbra Theatre Co. Inc. The special meeting was necessary because Johnson Lee and Lilligren had missed the two regularly scheduled Executive Committee meetings when Baccus Khalifa's name was up for a vote.
