Definitely not the case. Higgins' office got a lot of TV time, but the 
most embarrassing stuff was the poor besotted DFL Rep. (whose name I don't 
remember, but not a Mpls guy) who missed votes and was too hammered to 
recognize what the issues were watching them from a Senator's office.

Other lobbyists were also shown.

However, it's fair to say Higgins was a focus, and - in my personal 
opinion - Fox was able to exploit her refusal to talk on-camera to make 
her look bad.
