It's good to hear the old bear roar after a winter of hibernation.  I'm
going to believe it's good luck that I'm the first one he chased coming out
of his den.

Mr. Griffith, I'm sure you remember Mark Twain's comment, "There are lies,
damn lies and statistics."  You are correct that the National Cancer
Institute (and the Environmental Protection Agency) say that there are 3000
deaths of non-smokers each year from second hand smoke.  It would be
difficult to calculate exactly what percentage that would be because you
would first have to subtract all the smokers from the total number, then you
would have to factor in the ages of those affected (children and young
people do not generally die of lung cancer), and, finally, you should also
factor in other smoking-related illnesses: stroke, emphysema, etc.

Why is it that bartenders have a higher incidence of lung problems than
quarry workers or firefighters?

A public accommodation is subject to local laws governing its operation.
Elected officials are sworn to protect the public welfare.  There can be no
reasonable doubt that smoking in an enclosed space creates a health problem
for all people who use this public accommodation.  Therefore, the City
Council and Mayor must act to protect the public welfare by banning smoking.
