"Offensive occupants. No person shall ... carry on ... engage in ... any business ... which shall be dangerous, hurtful, unwholesome, offensive or unhealthy to the neighborhood. The chief of police, director of inspections, commissioner of health or other authorized representative shall give notice to such person to forthwith cease and desist from such business or trade, and if such person shall refuse or neglect to do so within forty-eight (48) hours from the time of such notification, then such person shall be guilty of a violation of this Code".
