Most government entities at all levels establish preferences in contracting for which I'm not eligible. Preference points for this, preference points for that... pretty soon it's not a level playing field. Therefore I usually don't bother bidding on government contracts, not in years anyway. It's too time consuming and costly, given the social preference standards involved. I'd rather compete on the merits of the proposal straight-up.
